I don't think he's saying that an UP-List will change the market cap. I believe he's saying that it would be unlikely to do an UP-List if UNQL can only support a $10 Million market cap.

I too think they need to improve that cap (through merger) so that the move to NASDAQ is not in immediate danger of de-listing the moment they hit the big boards.
