Mass marketing absolutely would work. It's not about selling it to Joe Schmoe. It's about making so many people aware of it that it can't be ignored by the decision makers. Joe Schmoe isn't going to buy it, but he is going to show up at the school board meeting demanding that the school board looks into it. Or he is going to contact is local/state/national representative and inform them about it. The more everyday people that are aware of it, the more the decision makers will be looking at it.

Just look at the pharmaceutical companies. They deploy mass marketing non-stop. But you can't go out and simply buy their product, you have to have a doctor prescribe it to you. But now that you are aware of it, if you have the condition, you will force that conversation on your doctor. Same thing applies here- awareness of a product makes things happen.

We need the decision makers coming to the sales team. We need the decision makers being made aware that the huge benefits of this product. There's so many places this could be deployed- gov't offices, stadiums, entertainment venues, schools, etc... The list of places this would have a positive impact on is huge. A little mass education of the product would go a long way to giving the sales team a huge leg up.
