The following is also stated in the 8k.

“Although this does not obligate the Company in anyway nor does it guarantee that the Project will be financed and completed, management believes this to be a positive step in securing the role of National Mechanical Corp. in the Project”

This sure doesn’t seem like a firm commitment to me. And with ground breaking projected to begin by the end of the year, an update from the company regarding financing seems like a reasonable request. Further, besides believing the above to be a positive step in securing the role of NMC, has a commitment been made to NMC for a role in this project. Again, with ground breaking projected to begin by year end, an update on the role of NMC would seem reasonable.
