The issue of homelessness == I think it is wrong to label it as a problem == is an issue all cities must address in a constructive way. Sure it takes money. Thing about it is, homeless people are also helpless people. They cause problems that cost money. Better to spend money to address their helplessness by sheltering them. They get fed. Medical and mental health problems are addressed. And so forth.
