If the deal falls through, SBC/NSAV are not going to close up shop and go away. They will continue to build the company and pursue another exchange. In the meantime, all the other things they did will be paying revenues. No, a setback will not kill the company. They said "failure is not an option". Do, companies quit just because of one failure? Did SpaceX quit when their rockets were blowing up, Did Tesla quit when they had one problem after another with production. Did Ford quit with the Edsel? Hell no! NSAV is here to stay. and it is destined to be a multi dollar stock.
