Yes, he is obsessed with population control. However, based on what I've read he is focused on reducing the 'growth' of population, not speeding up attrition. I do think that many of his ideas need to filtered through an 'Ethics' filter, where that filter should be run controlled by the masses (people), not by a small set of elected officials. India is the big test. Lots will be learned (good, bad and ugly) from that test lanscape.
