Any particular reason why this has some legs in your opinion?

I saw an article about SAFE not being apart of defense bill now and this ticker goes up. Could one conclude that this negative news is good for these guys seeing they have a product that should work now but I don't know anyone who has stated publicly they uses Their product.

I jumped into stock for the very reason I stated they have the "know how" to work in this space, but it has been very disappointing so far.
