I’d imagine they didn’t anticipate all 2,200 to do it at once. It happens in the business world all the time. Each docusign envelope is a decent cost, so you buy them in packages as needed. To buy all 2,200 at once with many who decided to take the tax write off would be idiotic. It stinks but won’t take too much time. It also allows them to clear up the backlog.
