The company is in Chapter 7 bankruptcy being liquidated of all value and shut down. In addition, the SEC initiated revocation proceedings for the stock in May. So, sure, anybody that wants to buy stock that will have its registration revoked (untradeable) and in a company that is completely dead can go for it. I'd recommend talking to a financial advisor first, likely he/she will recommend a nice passbook savings account.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
