"Those companies also have plenty of their own engineers." Yes they do but when they open a new plant, they need to hire new engineers. That's what happens when you expand. Thus they somehow found engineers to move to the south to work.

"It may have been difficult to keep manufacturing engineers in the place." Why would that be? Please explain. Plus explain why "no one wants to move their family to Shreveport to work". If that's the case, the city and surrounding area would be empty, yet it is not.

"They have stopped assembling Taurus in Chicago so there may be unused space." So Ford should just take this unused space (which is an assumption) and give it to Elio? What's in it for Ford? Please explain.

As you already know, Elio has a plant in Shreveport, so they would have to walk away from that and ask Ford to give them something for nothing. Elio might as well ask Musk to build an additional wing in Austin so Elio can set up shop there. Maybe they could ask one of the other automotive companies here in the US to just give them space and equipment too.
