I assumed for a while that Leon works at getting some of this funding after having demonstrated the success of his (our) company. That takes time and recent successes (licences, services offered, business results, ...) are most likely what Leon's selling argument, trying to get his fair share of the fundings available.

I'm sure that Leon has a growth plan. To bad he doesn't even say that 'a plan he has' not pumping our stocks at the same time.

Some are accumulating shares right now scaring the s,,t out of many shareholders. The also believe that these and our shares will be really looked after over time.
