"They are no longer building Taurus in Chicago so there may be an unused plant" With 1 minute of research I found out (from Ford) that there is no unused Ford plant in Chicago. The plant you refer to makes the Ford Explorer and Lincoln Aviator (again from Ford). So, look into another plant then as there is none in Chicago.
Then, "Sometimes people in the South view the land as theirs and don't want anyone settling permanently" Please explain "People". Right now many other manufacturers are in the South and make cars. For example, Mercedes Benz, Kia/Hyundai, Honda, VW, BMW, Toyota, Mazda etc. So, if those companies still continue in the "South" then it makes no sense that Elio would not be able to build there either. So, please elaborate how others can build but for some reason, Elio is the exception. Plus, Kia/Hyundai is using a good percentage of the existing GM Shreveport plant that Elio is supposed to use. I would think that "the people" would keep that from happening. Yet they do not.
