As crazy as this may seem, Trump, especially as president had "other things to do" than look out for shareholder interests.

Just a few of them are:
1. Worst pandemic seen for many years causing many deaths.
2. Supreme Court nominations x 3.
...and a few thousand more.

Why didnt anyone do something sooner? Well we all want others to do things "on our" time schedule.
Mostly, they do not..they do things on their own time schedule.

Mr. Trump may not have known you needed a new boat and needed to raise money for it with increased value of fannie mae shares.
