It means that if the company behind the drug really want to expedite the process of determining efficacy and if appropriate gaining approval for an EUA or an NDA, FDA will do everything in their power to facilitate that.

Ehrlich only wanted the appellation so he could PR it. He didn’t want the do it fast but for obvious reasons.
