Your perspective is reasonable. You would assign a 0 probability to imminent admin action that would have had to take a backseat to the infrastructure bill for senate/house votes

Also interesting that you think the makeup of the house and senate matter and that it needs to be split aka blockaided for a chance for admin led reform.

Understandable perspective given the price. But if the preferred were 3x higher, i think you would be assigning higher probabilities to the admin led action paths in your decision making matrix
