And what is the first, big milestone on a new process? One or more large SRAMs. That isn't the same as just some test structures that may only be a few transistors or so. There is a big difference between having a ring oscillator and a SRAM array. The next major step is a processor.

Forgive me if I'm overlooking it but I can't find the size of those SRAMs in that paper. All they say is "large". One company's large may be another's small. An actual definition of size is conspicuous in it's absence.

While IBM's paper made no attempt to upstage Intel, IBM's hurried "announcement" on the heals of leaks that Intel was about to announce themselves was a cheap attempt to appear that IBM is still competitive. If they had any working devices they'd show them, just like if Barcelona could run anything beyond Taskmanager they'd have shown that as well.
