"Here are the last two transactions for RMTD since the new disclosure rules went into effect. Cost of the trades? $.031502 and $.016833! I doubt these are retail buys."

First off, most retail BUYING ceased weeks before the September 28th rule change execution.

So, none of those trades that happened are likely retail trades unless they were executed by brokers not in the United States. I had heard that some Canadian brokers had been allowing buys right up to September 28th.

The trades on September 29th were definitely done in the Expert Market because all of the former OTC Pink/No Information stocks were relocated by then.

The tiny trades on October 18th and 19th obviously were not real attempts at trading. They were probably test transactions between some market makers or brokers to confirm that the new (to the Expert Market) security could be traded without any technical problems.

Why would it take three weeks to get around to running some tests? Because as I have pointed out in other posts, there were thousands (two or three thousand... I don't remember the exact number at this point) of OTC Pink/No Information stocks that were all relocated to the Expert Market on one day. It was going to take days to run test transactions on each one of them.

You can imagine how long it will take the SEC to perform an investigation on each of those stocks and then run through the typical process that the SEC follows to shut down a ticker. Just look at the list of enforcement processes that the SEC posts on their website every month and you realize that it could be years or even decades before the SEC gets to all of the former OTC Pink/No Information stocks. The SEC could get around to RMTD next week, next year or next decade. Time will tell.

It looks like you could be spending a HUGE amount of time cumulatively watching a very boring process regarding a very boring stock. I bet there are literally hundreds of ways to spend that time more profitably.
