Yes. Pay obligations by the company is considered 'cash' to those who hold the debt...but tax free until they 'actually' get it.

As to timing for actual revenues entering the coffers, I think that has already happened. More to come obviously. Any PR clarifying that submitted prior to April 22 will be sufficient to bounce the pps.

Value is considered to exist in VXIT right now, we just do not know what that value should be (willing to buy shares up to that point). A real income announcement would definitely raise the bar...so I see gain inherent long before April.
