most compounds which perform well in Phase II trials progress to Phase III where they often - but no means invariably - confirm the promise they showed in Phase II.

Most does not mean all, Brilacidin MAY not be one of them.

Brilacidin has never progressed to Phase III in any indication - is that because of lingering doubts about efficacy or because of the high incidence of adverse events which run at 70% plus in the two studies where we have seen data that can be parsed? Or both?

From a Positive perspective, it could be neither. Phase III do cost a lot more money. Leo can show perspective buyer or partner that Brilacidin is viable for phase III and beyond, that is all that matters.
