No and no.
Main thing holding VPER back is that it is not able to actually sell anything. And it's possible that it doesn't actually have anything to sell. If VPER's products were so amazing, there would be demand. Infrastructure projects are happening even without "infrastructure bill", so that's not an excuse. And what about all of the amazing international projects VPER is working on? Shouldn't those be bringing in more than $4,000?
