As recently as November of last year (so about a year ago), anyone could buy Caveat Emptor stocks and trading them could be quite profitable if one understood what one was doing.

The real question is why did the SEC (and OTC Markets) allow ANY security to go for years without filing quarterly and annual reports without there being any enforcement action?

A large part of the reason for the SEC's change in attitute regarding enforcement is likely the HUGE increase in trading volume of OTC securities in the last year. Before that, the SEC could largely ignore what happened on OTC Markets except for the constant trickle of suspension orders for the worse offenders.
