I believe we'll hear from Schumer and see a formal negotiable bill proposal before the year's over but I'm not sure about before or during elections. It may come after that for strategic political purposes. Sadly political strategy is more important to today's Politico's than actually producing results. However, with today's overwhelming support for Federal Legalization across the full spectrum of voters they do need to move sooner than later or watch their talking point cause be hijacked by their political adversaries IMHO
