Yes and no. The SEC has been concerned about SPACs for some time now. If the NYT article is correct, and there were discussions about a merger between DWAC and TMTG before DWAC completed its IPO, SEC regulations were violated.

Everyone who deals with SPACs knows what the rules are, so there's no excuse for anyone who screws up.
