If the New York Federal Reserve traders manipulate the VIX as they please how would they punish themselves. With their algorithms they already know in advance which way the trade is going.
They control the 10 year yield, crude oil, the VIX and whatever they do desire.

I don’t think you can punish yourself when you hold all the aces in the manipulated Casino.
