They are affiliate shareholders, and according to SEC Rule 144, anyone holding over 9.99% of company stock are affiliate shareholders and can only trade every three months with 1% of the average daily volume for the past quarter. Holding so many shares like this only gives them a personal capital value without actual liquidity facilitation for themselves.
