Seems very likely this is all about positioning for uplist.
The numbers are 'paltry' like you say, but for some hedge funds or well-heeled investors (whomever), having the just a bit of a cushion might be enticing. I don't think the company has been short of cash.
I feel like we should be expecting BIG news sooner than later.
