This is straight from the 9/28 PR:

“The plan will be to disperse a share distribution of STGZ to HPIL shareholders. The closing is expected to be completed within the next 10-15 days but no later than October 15th, 2021.”

Time is ticking. He has until tomorrow 10/15, 4 PM EST to make good on his word which is clearly indicated in this PR.
