I see no reason why they woudn't complete the dividend

I do. These delays (beyond the pay-date) are highly unusual. It may not be in HERB's hands. If there is a public interest concern or whatever, then FINRA will not allow the stock dividend. It certainly wouldn't be the first time that we (and the company) is getting screwed by FINRA. TF can probably tell you a few stories. Some people really hate these bastards. And so will we, if they deny our dividend.
