I've been here since May. Toxic notes + dilution + PPS manipulation brought the PPS down. PPS has been just above and below this level for months now in lieu of the companies efforts. Yes, the whole OTC including QNTA is getting manipulated 100%. CDEL is always the one one on the ASK selling the most shares, under cutting the PPS, etc.
