Depends on the merger agreement.

If insiders, family and friends have been buying up CSLI common shares the PPS will experience a significant run with a merger announcement - they will let it run.
If not - more dilution into the news.

But they just keep lying to us on a daily basis meaning they are propping up the price to sell shares rather than letting the price drop to buy in.
