Don't think 50 Billion at .0004 is whats effecting the market this morning. I think that the 50 billion is already spoken for, and is just going through the paces of the offering and some one with big monies has cut a deal with bishop as a silent partner. I could be way off base here, we will see for sure in a couple of weeks.
