Put those "SHARES OUTSTANDING" in perspective.

Charlotte's Web, from IPO in 2018Q2 thru 2021Q2:

Quarterly Revenues grew from $17.2M to $24.2M
Shareholder Equity grew from $96.2M to $239.1M

CV Sciences, from 2018Q2 thru 2021Q2:

Quarterly Revenues fell from $12.3M to $5.1M
Shareholder Equity fell from $21.8M to $10.0M

As for stock DILUTION, CV Sciences' history is REMARKABLE, as noted in a well-documented (and previously-cited) article from August 2018:
