The investors could be anyone that qualifies. It can be hedge funds, whales, Banks, or just average investors that meet the qualifications.

The CEO CAN NOT STOP THIS! He has put it in motion and if there are any qualified investors HE HAS TO SELL to them what they request. It is really out of his hands. He has said what he is going to do and made it 'legal' by making a filing. IT IS OVER until the 2 Bil are sold or until the 1 year time limit runs out. It is that simple.
