That's pennies when you have multiple clients with millions of Yuan they want converted to $$$. Not saying its what is going on here but it has been a means of moving yuan out of china in the past.
It is very similar to how Macau gambling was used. you give your money to an "travel agent" in china, then take vacation in Macau where you "win" it back as US $ minus a modest fee of course.
In this case you are given shares in a US entity. Controlling the shares and price is key though.
Of course the CCP is going after all these holes best they can.
