Sounds to me like these "oxy-tabs" in powder form can work on oil spills:

Trap-Eze and Waste- Eze Tabs use patent pending SORT (Selective Oxygen Release Tab) technology. Trap-Eze and Waste-Eze Tabs add oxygen to grease chambers (oil slicks ?). Aerobic bacteria need oxygen to grow and thrive. Oxygen starvation happens in the anaerobic environment of a grease trap (oil slick ?). When applied regularly, Trap-Eze and Waste-Eze Tabs effectively breakdown existing grease (oil ?). In the optimal environment created by Trap-Eze and Waste-Eze Tabs, the aerobic bacteria break down organic pollutants (oil ?) into carbon dioxide and water. Grease (oil ?) is eliminated!

Bacteria can break down oil to carbon dioxide and water. ... The tens of thousands of different compounds that make up oil can only be biodegraded by communities of microorganisms acting in concert. Some bacteria can degrade several hydrocarbons or a class of hydrocarbons.
