Floats are BS numbers in OTC(notice its 2 months older than reported OS)
Do yourself a favor and never rely on that number, always assume the float = the OS. subtracting restricted shares will get you a little closer.
If you can not personally determine where these supposed shares are that are, in theory, not tradable, then treat it as BS.
