Interestingly just over 11 billion shares traded since the amended offering on 7/6 they only needed to issue 3 billion, also REG A does not require shares be restricted so no percentage minimum. I am think they are almost finished.

The final os figure will be 8,670,596,606 according to the offering. All shares will have been issued and fully diluted or sold at this point.
