You missed the point.

OTC Markets now has the authority to resume quotations (ie: bid and ask) of any security without any involvement of FINRA and without the need to complete a new Form 211.

So, if a ticker sent to the Expert Market later gets its quarterly and annual filings in order, OTC Markets can, without FINRA's involvement, move the ticker back to OTC Pink/Current.

Obviously, for that to become an option, the issuing corporation has to actually file current quarterly and annual reports.

It remains to be seen if greed will sufficiently motivate the corporate officials of the issuing corporations to do what is required to file the necessary reports, but greed is a powerful motivator when your gravy train will completely dry up otherwise.
