Absolutely. Custodians prefer the company to be abandoned so there isn't opposition by previous management.

Most abandoned stocks are Grey, Pink No Info, or Expert.

The court system does not care if the company is listed or not (Pink verses Grey) nor do they care about the current Tier where they reside if they are listed (Pink No Info, Pink Limited Info, Pink Current, Etc).

An abandoned company is like a ship without a Captain.

Passengers (shareholders) still exist, but the company is adrift in the open sea.

A custodian is essentially saying they want to be the Captain and have a plan to get the ship back on course.

The court simply oversees the process.
