Scammers will go to all sorts of lengths to complete the scam if they think the pay-out is big enough.

American Greed is a good show to watch to see the lengths cons will go to. I watched on that had an "oil patch" that was being sold to investors. They had an oil rig and when people would come to see it, they would prime it with oil they bought. It was, in fact, a dry well.

The reason I tell the story is to put into perspective what Little Stevie, may or may not be willing to do. Personally, I think he is willing to do a lot. He has gotten away with so much in his past. Entertainment Boulevard (EBLD) to name JUST one.

So, yes, scammers promise lots, deliver enough to keep people hooked until they can get as much money as they want. I don't think Stephen Brown is different. Well, lets say, so far he has lots of promises, none delivered.

Filings don't count and websites are just more fluff. Anyone can build a useless website.
