No US firms allow it..that's due in part to 15c2-11, which precludes MM's from publishing bid/ask..(but i think you and everyone here knows this, just thought stating it wouldn't hurt.....)

Since COUV is already grey, I guess 9-28 isn't all that relevant.

I'm not surprised that no MM has yet filed a Form 211....wonder if or when one will?
