I think that is the key, BUT given the legal uncertainty as to the now 14th year of 'Conservatorship', coupled with the drainage of hundreds of BILLIONS transferred via the nws to the UST coffers, will there be enough meat left on the bone to monetize the government's 'investment' in the gses?
