The difference is, its not an OTC Markets problem, its directly a company problem to not do anything for 17 days and change the date on 2 pages. Worse yet it should have not happened if the company would just follow simple directions on a provided template. To be clear it is quite possible it still an issue with the company not following directions that the tier hasnt changed, since GNCP has established a trend of poor attention to detail.
