You saw bounces because the CEO brought the financials current and he did the reinstatement. It's already current and there is no need for another reinstatement so no reason for another run. The constant dilution however should be a great concern as we near that 8 billion OS and we start hearing talk of yet another RS.
Many falsely believe that current financials and the reinstatement meant news was coming in the near future. Well they were wrong and the stock dropped right back to where it started again.

If someone tries to convince you to buy a stock they usually have a personal agenda to do so. Not because they are concerned about you making money but about convincing you to buy so they can make money. Same is true for those yelling sell.
