Just checked Restricted Securities List for SEC Rule 15c-211, and ASTA is still on that list for Sept. 28 Shutdown(Buy or Sell). OTC has thousands of Securities to get current and most have given Financials and waiting. They may have to give extensions, just too many Securities.
