If you read through the new rules I'm told the exception for declared shells is on the next to last page. A shell seeking a merger is granted an exception of up to 18 months beyond September 28.

That being said, if there are no buyers how can this run? The OTC is almost exclusively retail buyers. I use Etrade and I can not buy this stock.
