There are stocks on NASDAQ with higher OS. Apple had 17 billion last week but now show no data available. Not saying HPIL is anywhere in the same stratosphere as Apple, just pointing out that a high OS gives plenty of shareholders opportunities to buy. When the company is diluting then obviously that becomes a problem but that hasn’t been the case here. Note holders from previous management had a ton of notes to convert but that appears done now so I’m not worried about the OS.
