You're right. Randy Lewis isn't scamming. He's just an academic. This is what they do to drum up grant money. It's research. It doesn't need a commercially viable end product to be studied.

Spideytek is probably a business class project taken on by one of Lewis' grad students who has business contacts through his parents. He's going to advise them on the science, but these endeavors aren't really meant to become viable businesses (although the students that make them always think they are). The student probably partnered with his buddy in the robotics club on campus which is why they emphasized that archaic drone. I saw this process many times when I was an undergrad.

Now, if the students were taking on investors and lying about the commercial viability of their end products, then yes, they would be scamming people.

Randy has given presentations about the different methods of making spider silk. He knows silkworms, as a platform, is by far the best way. He knows that regardless, if you use bacteria, alfalfa, or goats, your process will necessitate creating powders first and will be prohibitively expensive, not to mention, much worse in regards to performance.

Here is one presentation he gave. It's old, and I'm not a huge fan because he uses too many graphs that are unlabeled and don't show units, but I think he's just tailoring his presentation to his audience, which seems more like donors than the scientific community.
