Yes, they do. However- there are currently 8 other countries besides the US with satellite launch capability. I was simply wondering how Virgin could be responsible for 90% of those launches going forward.
Especially if you consider the timetable of Space-X.

"As of 26 May 2021, SpaceX has launched 1,737 Starlink satellites, including demo satellites Tintin A and B. They plan to launch up to 60 more per Falcon 9 flight, with launches as often as every two weeks in 2021".
