Stop comparing it to HIRU. No relationship at all. HIRU does not have a former CEO being prosecuted by the SEC for securities fraud!
The CE label is strictly a label used by the OTCM for communicating to traders the ticker has a major stink problem caused by the managements actions. BLLB has a major stink, its former CEO has been charged with securities fraud. The former CEO appointed the current CEO as well if I remember correctly. That makes things look bad. We have no way of knowing what their requirement is for declaring BLLB stench free. For all we know the OTCM won't remove the CE label until the SEC is finished with the former CEO without involving the current CEO.

PINK/CURRENT is only about record keeping. It means exactly what it says CURRENT!. They have satisfied that requirement, quite awhile ago.
